The Hague Highest Courts Network

The Hague Highest Courts Network (HHCN) is dealing with a research process on one of the most controversial and innovative phenomenon in the contemporary global legal sphere: The growing interconnection between national pinnacle Courts (Supreme or Constitutional Courts).

Dialogue between judges | At the beginning of the millennium, many scholars all over the world defined a new pattern of relationship among States. This pattern was not following the classical form of relations, but an international communication based on a legal interconnection, escaping or avoiding the national political and institutional controls. The triggers of this new pattern were the judges and, in particular, the ones of the national pinnacle courts. The defined phenomenon was implied the notion of “dialogue between judges”.

Goal | The HHCN, convened by HiiL, aims at facilitating global dialogues through debates and discussions between judges on the changing role of highest courts in an internationalising world. The HHCN has been instrumental in identifying core societally relevant research questions and in organising two meetings in cooperation with the Dutch Hoge Raad as part of a reform process outlined in the Hammerstein Report. The HHCN also contributed to a workshop organised for the Dutch Staatscommissie Herziening Grondwet (State Commission on Constitutional Revision).
